Legislative Work


VMHOA’S work with the legislature has accomplished the following:

LOT RENT INCREASE RESTRICTIONS:
Max of once a year, with the amount limited to Consumer Price Index (CPI) plus 1%.

NECESSITY OF PARK OWNERS TO GIVE NOTICE OF INCREASE:
A Park Owner wishing to increase the lot rent in a mobile park must file intent with the Commissioner prior to the rent increase and notify all Home Owners/Residents by mail at least 60 days in advance of the increase.

RENT INCREASE OVER THE REGULATED AMOUNT:
A majority of leaseholders may file a dispute that becomes subject to mediation.

NECESSITY OF PARK OWNERS TO GIVE NOTICE OF INTENT TO SELL:
A Park Owner wishing to sell a park must file that intent with the Commissioner and with every resident of the park. This gives residents of an affected park the right of first refusal to purchase.

REGISTRATION OF MOBILE HOME PARKS:
Park owners must register annually with the Commissioner and pay $9 per lot into a mediation fund controlled by the Commissioner re rent increases above.
